Book Description
The design of a federal system to deal with growth, stabilization, and regional and local development issues is the primary concern of this volume, edited by Anwar Shah. The book provides analytical tools to address issues arising from globalization, localization, and regional integration. It discusses tax harmonization issues associated with subnational value added tax administration. It provides a framework for fiscal discipline in a federal system. Lessons from international experiences from policies to deal with lagging regions are drawn. The book empirically examines the effect of fiscal decentralization on the overall size of the public sector. Finally, it draws lessons from industrial countries' experiences on local governance. Contributors to this volume include Thomas Courchene, Jaber Ehdaie, George Kopits, Melville McMillan, Mahesh Purohit, Anwar Shah, and David Wildasin. This important new series represents a response to several independent evaluations in recent years that have argued that development practitioners and policy makers dealing with public sector reforms in developing countries and, indeed, anyone with a concern for effective public governance could benefit from a synthesis of newer perspectives on public sector reforms. This series distills current wisdom and presents tools of analysis for improving the efficiency, equity, and efficacy of the public sector. Leading public policy experts and practitioners have contributed to the series.

Book Description
While it has become increasingly apparent that individuals and organizations need a security metrics program, it has been exceedingly difficult to define exactly what that means in a given situation. There are hundreds of metrics to choose from and an organization’s mission, industry, and size will affect the nature and scope of the task as well as the metrics and combinations of metrics appropriate to accomplish it. Finding the correct formula for a specific scenario calls for a clear concise guide with which to navigate this sea of information.
Complete Guide to Security and Privacy Metrics: Measuring Regulatory Compliance, Operational Resilience, and ROI defines more than 900 ready to use metrics that measure compliance, resiliency, and return on investment. The author explains what needs to be measured, why and how to measure it, and how to tie security and privacy metrics to business goals and objectives. The book addresses measuring compliance with current legislation, regulations, and standards in the US, EC, and Canada including Sarbanes-Oxley, HIPAA, and the Data Protection Act-UK. The metrics covered are scaled by information sensitivity, asset criticality, and risk, and aligned to correspond with different lateral and hierarchical functions within an organization. They are flexible in terms of measurement boundaries and can be implemented individually or in combination to assess a single security control, system, network, region, or the entire enterprise at any point in the security engineering lifecycle. The text includes numerous examples and sample reports to illustrate these concepts and stresses a complete assessment by evaluating the interaction and interdependence between physical, personnel, IT, and operational security controls.
Bringing a wealth of complex information into comprehensible focus, this book is ideal for corporate officers, security managers, internal and independent auditors, and system developers and integrators.

Book Description
Public expenditure issues are encountered wherever there is a discussion of government, the public sector, and development. Over the years, the World Bank has invested considerable resources in analyzing public expenditures and the impacts of different interventions on sustainable development. This handbook provides a broad framework for thinking about public expenditure management and how it affects budgetary outcomes. It highlights the fact that good analysis and sound policy are not enough to ensure sound and sustainable development outcomes. Of particular interest is the concept of three levels of budgetary outcomes-aggregate fiscal discipline, strategic prioritization, and operational performance.

Book Description
As the baby boom begins to withdraw from the labor force, ensuring a secure retirement income becomes an increasingly important issue, the number of people over age 65 is expected to double by 2030. That trend will continue, accompanied by worries about stock market volatility, corporate malfeasance, a rapidly changing economy, and the viability of Social Security. In Coming Up Short, two experts on retirement policy analyze 401(k) plans, the fastest-growing type of employer-sponsored pensions and a vital source of retirement income for the American middle class.
Alicia Munnell and Annika Sunden chronicle the development of 401(k) plans, now the dominant form of private pensions. In accessible language, they explain how such plans work and discuss their popularity. For employees, these plans are appealing becuase they have more control over their own retirement funds, and the plans are portable. For employers, the plans are generally less costly than defined benefit plans.
Despite those advantages, there are some significant downsides to 401(k) plans. These plans shift all the risk and responsibility to employees, who must decide whether to join, how much to contribute, how to invest, whether to "cash out" when changing jobs, and how to manage their nest egg in retirement. These are difficult decisions, and while in theory 401(k)s could be an effective savings vehicle for retirement, in practice many people make mistakes at every step along the way.
Coming Up Short discusses why these mistakes are made and proposes various reforms to ensure that the aging population will have adequate retirement income. Comprehensive and up-to-date, Coming Up Short is an essential resource on 401(k) plans for financial service professionals, policymakers, academics, and individuals planning for their own retirement.

Book Description
This study examines Russia's system of intergovernmental finances as it operates at difference levels of government. It explains why such relations are critical to Russia's national goals and proposes the design of a well-functioning intergovernmental fiscal system. The book addresses two of the most divisive issues facing the federation today: the demands for fiscal sovereignty by the regions and the assignment of the revenues from natural resources to either the federal or regional level. It suggests that given Russia's need for growth, a new system should allow the better-off regions to derive some additional benefit from their larger tax base while also creating a formula-based equilization mechanism for transfers to poorer regions. --This text refers to the Hardcover edition.
